The Aging & Disabilities Department, designated by the California Department of Aging as an Area Agency on Aging, administers the Older Americans Act Elderly Nutrition Program (ENP) services. The ENP provides home-delivered meals and congregate meal services to support older adults in maintaining their independence and staying in their communities. It aims to reduce hunger and food insecurity, promote socialization, and improve overall health for older adults. Meals provided through the program must meet nutritional standards by following the Dietary Guidelines for Americans and providing at least one-third of the Dietary Reference Intakes (DRIs).
The Home-Delivered Nutrition Program provides nutritious meals to older adults aged 60 and older who are homebound due to illness, disability, or isolation. The program aims to reduce social isolation and promote better health through nutrition. Most home-delivered meal programs provide clients with a hot meal five days a week, delivered by contracted service providers’ staff or volunteer drivers. Participants have the opportunity to contribute to the meal cost; however, any contribution is strictly voluntary and will not affect eligibility for services or the quality of services received. The decision to contribute or not to contribute will be kept confidential. Contributions will be used to expand the program.

The Congregate Nutrition Program addresses dietary inadequacy and social isolation among older adults aged 60 and older. The program provides nutrition education, nutrition risk screening, and nutrition counseling. It targets older adults with the greatest economic or social need. Participants have the opportunity to contribute to the meal cost; however, any contribution is strictly voluntary and will not affect eligibility for services or the quality of services received. The decision to contribute or not to contribute will be kept confidential. Contributions will be used to expand the program.

The CalFresh Healthy Living (CFHL) program assists older adults aged 60 and older to make healthy food choices and choose physically active lifestyles consistent with the Dietary Guidelines for Americans to promote health and prevent disease. The Program strives to increase participants’ consumption of fruits and vegetables, increase physical activity, reduce time spent in sedentary behaviors, and maintain a healthy weight to reduce the risk of chronic disease.

AD also provides food assistance to families, older adults and other individuals at community and senior centers including select congregate meal sites through the Emergency Food Assistance Program. Click on your closest service center link below to learn more.
This program oversees the food production of the various vendors providing nutritional meals for home-bound individuals and on-site locations. Menu development, food production, safety, and sanitation requirements must be in compliance with the standards required. DASS also provides nutrition education for Elderly Nutrition Program (ENP) participants.
The Older Americans Act Title IIID DPHP Program promotes healthy aging and maintains optimal physical, mental, and social well-being in older adults. The program is designed to assist older adults with preventing illness and managing chronic physical conditions, prolonging their independence, and improving their quality of life. These programs are evidence-based and have been demonstrated through rigorous evaluations to be effective. These programs are typically delivered in a group setting
Supported by trained volunteers, Health Insurance Counseling & Advocacy (HICAP) provides community education and counseling assistance with Medicare and related health insurance issues through advocacy or legal representation. SSP promotes and maintains independent living for older adults age 60+. Services like case management, are available to address functional limitations, maintain health and independence, promote socialization, and ensure access to older adult services. SSP is limited to residents in Los Angeles County, excluding the City of Los Angeles. Priority is given to those who are frail or have great economic/social need.
Traditional Legal Assistance is provided to individuals age 60+ with economic and social needs. This service is provided by, or supervised by, a licensed attorney. Including: 1. Consultation at senior centers 2. In-home consultations for homebound clients 3. Services to prepare client for self-representation 4. Assistance with legal document preparation 5. In-person representation for clients who are before an administrative/judicial tribunal 6. Legal education presentations
This program provides support to unpaid caregivers caring for older adult relatives, or to older caregivers of younger family members. The purpose of the program is to help minimize the negative emotional, physical, and financial consequences of unpaid family caregiving.
The Long-Term Care Ombudsman Program provides local advocacy services arising out of complaints and concerns of residents in skilled nursing and licensed board and care facilities. This valuable program has five (5 regions in Los Angeles County) offices managed by regional coordinators and a 60+ volunteer staff, all certified by the State and overseeing 2000 facilities.
This valuable program provides the quality of life for our older adult residents in out-of-home care facilities and serves as a mediator for residents and families.

The Eldercare Locator is a nationwide service that connects older Americans and their caregivers with trustworthy local support resources. Whether help is needed with services such as meals, home care or transportation, or a caregiver needs training and education or a well-deserved break from caregiving responsibilities, the Eldercare Locator is there to point that person in the right direction.

Purposeful Aging Los Angeles (PALA) seeks to prepare the Los Angeles region for a rapidly aging population through an innovative, sustained initiative that unites public and private leadership and strategies.
