The Traditional Legal Assistance Program (TLAP) provides free legal advice, assistance, and representation to older adults and eligible caregivers.
Services are provided by attorneys, paralegals, or law students working under the supervision of a licensed California attorney. The program helps address legal issues that affect safety, independence, and overall well-being.
Older Adults
Individuals age 60 or older.
Family Caregivers (Age 18+)
• Caring for an individual age 60 or older.
• Caring for an individual of any age with a disability, Alzheimer’s disease, or a related condition.
Older Relative Caregivers (Age 55+)
Individuals responsible for minor relatives.
The following service categories are provided under TLAP.
• Legal consultations provided at designated community sites.
• Information, referrals, and guidance on legal issues.
• Community education presentations on legal topics.
• Help preparing legal documents.
• Guidance for individuals representing themselves in legal matters.
• Representation in administrative or court proceedings, when appropriate.
• Assistance provided by staff or volunteer attorneys.
• Legal assistance related to caregiving responsibilities.
• Support for grandparents and relative caregivers.

• Workers’ compensation claims.
• Cases typically handled by private attorneys for a fee.
Referrals may be provided for services outside the program’s scope.

If a case is accepted, the length of representation depends on the complexity of the legal issue and continues until the matter is resolved or no longer requires assistance.
