Our homeless resources include various programs and initiatives aimed at helping older adults and adults with disabilities secure safe and affordable housing options. By collaborating with local housing authorities, nonprofits, and government agencies, the County has curated a diverse range of resources to cater to the unique housing needs of our residents.

Adult Protective Services (APS) Home Safe Program

The APS Home Safe Program provides APS clients at risk of homelessness or those already homeless with prevention services necessary to maintain their current housing or with assistance in finding new housing to avoid entering the homeless emergency shelter system.

HOUSING ASSISTANCE

This program finds contacts and temporary shelter for older adults who are experiencing homelessness in LA County.


Find-A-Shelter

This resource is a list that includes Crisis Housing and Bridge Housing programs, including vouchers for families. These programs are designed to provide people experiencing homelessness the stability and security needed to take steps toward permanent housing.


Interim Shelters List

This resource is a list of affordable housing as well as affordable senior housing.


L.A. County Housing Resource Center

LA-HOP is designed to connect people experiencing homelessness in Los Angeles County with outreach services. The information is used to dispatch a homeless services outreach team, not law enforcement, to offer direct support.


LA HOP

This program provides assistance in accessing housing for low-income families, older adults, and disabled residents of LA County.

This resource is a list of affordable housing specific to older adults over 65 years of age.


Senior Rental Housing

This program provides support and financial assistance for older adults who need help paying for utilities. For futher further inquiries or assistance with Utility Assistance, please connect with your LA County Community Centers for assistance with this application.

The Los Angeles County Development Authority provides support for individuals with disabilities to request a waiver or modification from the Subdivision or Planning and Zoning Code to implement state and federal fair housing laws.

WAIVERS AND SUBSIDIES

This program serves people with disabilities who live at home or in non-medical facilities, allowing the income and property belonging to the spouse or parent of the participant to be exempted or “waived.” To apply people should call the Department of Health Care Services In-Home Operations Southern California information line at: (213) 897-6774.


Home and Community-Based Services (HCBS) Waivers

This program helps low-income eligible single-family homeowners with home repairs, including electrical, plumbing, heating, roofing, elimination of code violations, and more.

Older adults may be eligible for Waste Management support services and discounts on trash collection.


Trash Collection Service-Senior Discount

The LA County Office of the Assessor assists consumers with accessing property tax relief for severely and permanently disabled claimants when they sell an existing home and buy or build another home.


Proposition 110

This program, courtesy of the LA County Office of the Assessor, assists older adults in accessing tax incentives for the purchase or construction of a new home that is of equal or lesser value than your existing home; this is accomplished by transferring the trended base value to the new property.


Senior Citizen’s Replacement Dwelling Benefit

This program provides loans to non-profit and for-profit developers to build and manage affordable, special needs, and emergency housing (including senior housing).

INDIVIDUAL ASSISTANCE AND CAREGIVER SUPPORT

This is a state-funded program that provides independent living services for older adults in public housing.

This is an assistance program for minor home repairs for older adults (62 years and older) or handicapped/permanently disabled adults who have a vested interest in a single-family residential property that require health and safety-related repairs.

This program collects unused and unwanted household hazardous waste, including electronic waste, from the homes of older adults and/or disabled residents.

This program for older and dependent adults in low-income households provides health and safety-related services such as personal care and domestic services.


In-Home Supportive Services

The LA County Superior Court’s Probate Investigations Unit provides the initial petition investigation (and periodic follow-up reviews) for conservatorship of older and/or disabled adults.

The Los Angeles County Development Authority provides support for individuals with disabilities to request a waiver or modification from the Subdivision or Planning and Zoning Code to implement state and federal fair housing laws.

In partnership with the LA County Department of Public Works, this service provides older adults with free sandbags available at local fire stations.

This program provides older adults with  needle collection and disposal.


Sharps Container Distribution and Collection

Provides free manual cart roll-out, carryout, or push services for older adults (age 62 or older) at their home.


Trash Collection Roll-out Services

Serving mostly older adults 55 years old and over, this service Provide Military, Veterans and their dependents (children and spouses) with assistance connecting to their State and Federal benefits.

SUPPORTIVE SERVICES AND GUIDANCE

The Financial Navigators Program, run by the LA County Department of Consumer and Business Affairs’ Center for Financial Empowerment, helps residents deal with the financial impact of the COVID-19 pandemic, providing remote assistance in navigating critical financial issues and making referrals to other social services and resources.

Housing and Tenant Protections

The LA County Department of Consumer and Business Affairs provides counseling and educational support for older adults regarding real estate issues, including home foreclosure prevention, notices of default, and avoiding fraud and scams.


Foreclosure Prevention

This provides resources for individuals and families that are either experiencing homelessness or are at-risk of experiencing homelessness.
