Commissioner Carlene A. Davis is Co-Founder of Sistahs Aging with Grace & Elegance, VP of Strategy and Evaluation for California Black Women’s Health Project, and Principal of Strategy Muse Coaching and Consulting. She is also a Board Member of Village Movement California. Carlene earned a B.A. in Political Science from UC Berkeley (Go Bears!), a Master of Public Affairs from the University of Texas at Southern roots, she is a native Angeleno and life-long South Los Angeles resident and a Golden Life Member of Delta Sigma Theta Sorority, Inc. Commissioner Davis was appointed to LACCOA in 2022.

Maria F. Fernandez

Commissioner Maria F. Fernandez has developed her professional career experience over the past thirty-eight years through various positions in Operations/Administration and Event Planning. Since 2003 she has been with the National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund, a non-profit organization that facilitates full Latino participation in the American political process, from citizenship to public service. Commissioner Fernandez was appointed to LACCOA in 2023.

Scott Houston

Scott Houston

Commissioner Scott Houston is an elected member of the Board of Directors of West Basin Municipal Water District, a public water agency that serves 17 cities and nearly 1 million residents. He also serves on the Board of Trustees of the Southern California Water Coalition. Commissioner Houston frequently speaks about the challenges facing our global water supplies and has authored articles on topics including leadership in California water governance; water safety in the midst of the coronavirus pandemic; and the increased public acceptance of recycled water to meet our supply needs. A resident of El Segundo for more than two decades, Commissioner Houston has served in numerous organization leadership roles, and on multiple boards and commissions. His professional background includes management experience in communications and manufacturing. Commissioner Houston was appointed to LACCCOA in 2022.

Zana Wilkins

Commissioner Zana Wilkins has over 20 years of professional expertise and outstanding customer service as a Realtor, Entrepreneur, and Operations Manager. Commissioner Wilkins’ dedication to philanthropy is evident in her active involvement in volunteering and supporting various charitable causes, with a particular focus on feeding the hungry. As a Certified Life Coach, she is passionate about promoting a holistic lifestyle as well as empowering girls and young women. She also extends her empathy to providing companion care for seniors, reflecting her commitment to making a positive impact on the lives of others. Commissioner Wilkins joined LACCOA in 2024.

Wayne Powell

Commissioner Wayne Powell is a radio show host/producer (“Powell to the People”) on the Healthy Life Radio Network and is a member of the Los Angeles County Assessor’s Advisory Council and the City of Manhattan Beach Senior Advisory Committee. Commissioner Powell is a retired Senior Vice President of Finance and Chief Financial Officer. Commissioner Powell served two terms on the Manhattan Beach City Council, including two terms as Mayor, while also serving as a Los Angeles County Beach Commissioner for eight years, including a term as its Chair. Commissioner Powell is the recipient of several civic awards, including the U.S. Conference of Mayors’ Climate Protection Award, the Wyland Foundation National Mayor’s Challenge Award, the League of California Cities Advanced Leadership Award, and the U.S. Presidential National Distinguished Service Award. Commissioner Powell joined LACCOA in 2024.
