Family Caregiver Support Program (FCSP)

About the Program

The Older Americans Act (OAA) Title IIIE Family Caregiver Support Program (FCSP) provides support to unpaid family caregivers. The program helps reduce the emotional, physical, and financial strain of caregiving so individuals can continue caring for their loved ones at home.

FCSP also helps delay or prevent the need for more intensive care by supporting caregivers and improving overall stability for both the caregiver and the person receiving care.

Who It’s For?

Family Caregivers of Older Adults

You may qualify if you:

• Are age 18 or older.

• Provide unpaid care to an adult age 60 or older.

• Provide care to someone of any age with a disability, Alzheimer’s disease, or a related condition.

 

Older Relative Caregivers

You may qualify if you:

• Are age 55 or older.

• Are a grandparent or other relative (by blood, legal custody, or guardianship) raising a child.

• Live with the child.

Information and Education

• Information about caregiving and available services.

• Community education for caregivers and those who support them.

Access and Care Coordination

• Help understanding and connecting to available services.

• Case management to assess needs and coordinate support.

• Assistance navigating resources, including bilingual communication support.

Caregiver Support Services

• Counseling: Guidance, education, and support to help manage caregiving responsibilities and stress.

• Support groups: Facilitated group sessions to share experiences and problem-solve with other caregivers.

• Training: Workshops or one-on-one sessions to build caregiving skills, including health, nutrition, and financial topics.

Respite Care (Temporary Relief)

• Short-term relief from caregiving responsibilities.

• May include in-home supervision or out-of-home care settings.

• Designed to give caregivers time to rest or address personal needs.

 

Additional respite support may include:

• Help with household tasks, meal preparation, or light housekeeping.

• Personal care assistance such as bathing, dressing, or mobility support.

• Assistance with heavier household or outdoor tasks related to caregiving.

Supplemental Support

• Assessments to identify caregiver needs and develop a support plan.

• Assistive devices to support caregiving.

• Home modifications to improve safety and accessibility.

• Access to registries of independent care workers.

• Limited assistance with supplies or services related to caregiving needs.

• Complete the intake and eligibility process with the assigned provider.

What to Expect

• You will be connected to a provider based on your location.

• An assessment will be completed to understand your needs.

• Services are coordinated based on your caregiving situation.

• You may be eligible for multiple types of support at the same time.

• Reassessments may occur over time to adjust your support plan.

Common Questions

• Verification of the caregiver’s age and residency is required.

• Verification of the care recipient’s age (60+) and condition may be required.

• Older relative caregivers must provide proof of relationship and residency.

Reassessments are typically conducted annually or as needed based on changes in the caregiver’s situation.

• Consent is not required for most services.

• Consent is required when sharing medical information or coordinating care.

• Written or verbal authorization may be required in some cases.

• There are no set limits on respite hours or counseling sessions.

• Services are provided based on available funding.

• Consumable supplies are limited to a maximum amount per participant.

Yes. Caregivers may participate in multiple services if they meet the requirements.

Providers are assigned based on geographic service areas.

Emergency respite services are available for urgent situations and are provided as quickly as staff are available. These services are short-term.
