Older Adult Services

Our department offers a variety of services to help older adults live healthier, happier lives in Los Angeles County.  These programs are designed to improve well-being and independence.

Elderly Nutrition Program

 

The Aging & Disabilities Department runs the Elderly Nutrition Program (ENP) under the Older Americans Act.

This program provides home-delivered meals and group meals to help older adults stay independent. It aims to reduce hunger, food insecurity, and malnutrition (poor nutrition/ imbalanced diet), while also promoting social interaction and improving overall health and well-being.

Meals provided through ENP meet nutritional standards and offer at least one-third of the recommended daily nutrients.

Home-Delivered Meals

This program delivers nutritious meals to older adults at home. It helps reduce social isolation, promotes better health, and connects participants with other supportive services to help them stay independent.

Most meal programs deliver a hot meal five days a week, through contracted staff or volunteer drivers.

Participants can choose to contribute to the meal cost, but contributions are voluntary and will not affect service eligibility or quality.  All contribution decisions are kept confidential, and any funds received help expand the program.

Eligibility:

• Adults 60 or older who are frail, homebound, or isolated.
• Spouses of older adults in the program (no age limit).
• Individuals with disabilities who live with an older adult in the program.

Congregate Meals

The Congregate Nutrition Program provides nutritious meals in a group setting, along with nutrition education.

Participants can choose to contribute to the meal cost, but contributions are voluntary and will not affect eligibility or the quality of the service.   All contribution decisions are kept confidential. Contributions help expand the program and provide more meals.

Eligibility:

• Adults 60 or older
• Spouses of older adults in the program (no age limit)
• People with disabilities who live at a site where the program is offered or live with and accompany an older adult in the program.

CalFresh Healthy Living (CFHL)

The CalFresh Healthy Living program helps adults aged 60 and older make healthier food choices and stay physically active, following the Dietary Guidelines for Americans.  The goal is to eat more fruits and vegetables, stay active, maintain a healthy wait and reduce the risk of chronic diseases.

Emergency Food Assistance (Pantry) Program

The Aging & Disabilities Department also provides food assistance to families, older adults and other individuals at community and senior centers including select congregate meal sites through the Emergency Food Assistance Program.

Family Caregiver Support Program (FCSP)

The FCSP provides support to unpaid family caregivers of older adults, as well as grandparents or other older relatives who care for a child. The program is designed to reduce caregiver stress, help caregivers stay in the workforce, and prevent or delay the need for more intensive care for the person they care for.

Eligibility:
Caregivers must be 18 or older.

Care recipients must be:
• 60 or older,
• or have Alzheimer’s disease or a related disorder,
• or be a child (18 or younger) or anyone with a disability.

Grandparent or older relative caregivers must be 55 or older.
There is no income requirement for the program.

Health Promotion Program

The mission of this program is to offer evidence-based programs that encourage healthy lifestyles and behaviors for adults aged 60 and older.  These programs are backed by scientific research and have been shown to improve the health of older adults.  They are usually offered in group settings.

Eligibility:
• Adults 60 or older
• Spouses of older adults in the program (no age limit)

Long-Term Care Ombudsman Program (LTCOP)

This program helps residents in nursing homes and licensed care facilities by addressing complaints and concerns. It covers five regions in Los Angeles County, with offices managed by regional coordinators and over 60 certified volunteers. These volunteers oversee 2,000 care facilities.

The program works to improve the quality of life for older adults in care facilities and acts as a mediator between residents and their families.

Access to Technology Program (ATT)

Access to Technology Program Successful Completion:

We are pleased to announce the successful completion of the Access to Technology Program (ATT), led by the Los Angeles County Aging & Disabilities Department (AD) in partnership with the Department of Public Social Services (DPSS). Funded by the California Department of Aging, this initiative enhanced digital access and connectivity for older adults and individuals with disabilities across Los Angeles County.

· Through this collaborative effort, the program achieved remarkable milestones including:

· Distribution of 3,365 tablets, each with a two-year 5G data plan, to participants, including 830 In-Home Supportive Services (IHSS) clients.

· Provided digital literacy training for 2,255 participants, equipping them with essential skills to navigate the digital world.

The ATT Program has had a profound impact on the lives of its participants, enhancing their digital skills, strengthening social connections, and improving access to critical resources.

Access to Tech

The Eldercare Locator

The Eldercare Locator is a nationwide service that connects older Americans and their caregivers with trustworthy local support resources. Whether help is needed with services such as meals, home care or transportation, or a caregiver needs training and education or a well-deserved break from caregiving responsibilities, the Eldercare Locator is there to point that person in the right direction.
The Eldercare Locator is a public service of the Administration on Aging (AoA), an agency of the U.S. Administration for Community Living.
