National Excellence in Programming

In a testament to their dedication and innovation, the Los Angeles County Aging & Disabilities Department (AD) recently garnered accolades from two esteemed national organizations, USAging and the National Association of Counties (NACo).

The 2024 Aging Innovations & Achievement Awards from USAging, acknowledged the department’s Purposeful Aging Los Angeles (PALA) Phase 2.0 initiative in the Community Planning and Livable Communities category. PALA is an age-friendly initiative that aligns aging strategies with services and advocates for older adults in areas such as connectivity, housing, social isolation, physical and mental health, and emergency preparedness. Phase 2.0, which began on January 1, 2022, focuses on the eight domains of livability to make Los Angeles more livable for residents of all ages. It includes reducing the digital divide, assisting older adults experiencing homelessness, and addressing food insecurity.

The Utility Assistance and Financial Relief Program was recognized in the Economic Security category. This program serves as a crucial lifeline for individuals and families grappling with the financial strain caused by surging utility rates. By partnering with Southern California Edison (SCE), SoCalGas, and United Way, the department’s Community and Senior Centers provide seamless access to vital utility assistance through SCE’s Energy Assistance Fund (EAF) and SoCalGas’s Gas Assistance Fund (GAF). Eligible individuals can receive up to $300 in assistance from SCE and up to $200 through SoCalGas, providing substantial financial relief to a growing number of residents.

The awards were presented at the USAging Aging Innovations & Achievement Awards Luncheon on Monday, July 8, 2024, during USAging’s 49th Annual Conference and Tradeshow in Tampa, Florida.

“It’s an honor to have our programs recognized by USAging and by NACo,” said Dr. Laura Trejo, Director of Aging & Disabilities. “The diligent efforts of our management and staff, along with strategic collaborations with our partner organizations, are positively impacting the well-being of older adults, individuals living with disabilities, as well as their families in the Los Angeles region.”

Since 1970, the NACo Achievement Awards have recognized outstanding county government programs and services. This year, five of the Aging & Disabilities Department’s Programs were bestowed with Achievement Awards in the Human Services category. In addition to the Utility Assistance and Financial Relief Program, which offers vital financial support to residents facing high utility costs, the following programs stood out.

Rhythm Healing was introduced in August 2023 at a local Alzheimer’s Day Care Center. This program enriches the lives of individuals with Alzheimer’s/dementia through drumming. The activity improves motor skills and memory while providing moments of engagement and enjoyment.

Wiser Dining: Initiated by the California Department of Aging (CDA), this program provides innovative nutrition education tailored to older adults. By focusing on site-specific plans, it ensures communities receive the necessary tools to make healthy choices, promoting overall well-being.

Los Angeles Adult Protective Services (APS) Center of Excellence: Launched on August 22, 2023, this initiative facilitates the review of complex cases involving allegations of financial, mental, or physical abuse or neglect. It brings together a multi-disciplinary team from various county and city agencies to ensure the safety of older and dependent adults.

Adult Protective Services’ Home Safe Program: In collaboration with the Department of Health Services Enriched Residential Care (ERC)-Permanent Supportive Housing (PSH) Program, this initiative assists older adults and dependent adults who are unable to meet their own needs or are victims of abuse, neglect, or exploitation. The program provides housing-related support to APS clients at risk of or experiencing homelessness.

As these programs continue to evolve and expand their impact, they exemplify effective public service initiatives that prioritize the well-being and dignity of all residents, ensuring a brighter future for the aging population and individuals with disabilities in Los Angeles County.
