Commissioner Kim Bowman is a La Cañada Flintridge City Council Member, nonprofit attorney, father, and advocate for older adults who is working to improve the community to make sure it remains inclusive for people at every stage of life. He is also a major in the United States Air Force Reserve and a member of the Air Force Judge Advocate General’s Corps Reserve. Mr. Bowman is a past president of LACCOA, a former La Cañada Flintridge Parks and Recreation commissioner, and has served on the boards of several nonprofit organizations. He was appointed to LACCOA in June 2018.
Commissioner Kyo R. Paul Jhin retired from the U.S. Peace Corps in 2009, where he served as Director for the Office of Planning, Policy, and Analysis. He spends time volunteering with the California Postsecondary Education Commission and the Los Angeles County Citizen’s Economic and Efficiency Commission. In 2015 he was the recipient of the Ellis Island Medal of Honor. Commissioner Jhin joined LACCOA in July 2020.
Commissioner Fran Sereseres is a retired business owner and is now an advocate for older adults and the disabled. She frequently attends and speaks at the City Council and other public meetings. She also serves as a commissioner for the homeless and has been acknowledged as the Antelope Valley Senior of the year and Woman of Antelope Valley. She served on other various advocacy groups in the Antelope Valley. Commissioner Sereseres was appointed to LACCOA in June 2020.
Commissioner Ted Smith is a retired Los Angeles City Fire Officer with over two decades of service. He served as a Integrated Medical Imaging Applicator in Radiology for four decades. Ted was a major part of the COVID-19 Process from its initial stage to Representative of the Pandemic Task Force of LACCOA. He serves as a commissioner in two Commissions (EEOC and LACCOA). Ted is a Assemblymember of CSL(California Senior Legislature. Commissioner Smith was Foreperson of the 2017-2018 Civil Grand Jury. Ted served in the US Navy. He has a B.A Degree in Radiation Health/Safety and Fire Prevention/Public Safety. He also has an Associate’s Degree in Radiology/Radiation Physics. He is a Local Community leader and activist. Commissioner Smith is a full-service volunteer of senior outreach programs for several communities. Commissioner Smith was appointed to LACCOA in 2020.
Mary Winners is a recognized speaker, and expert witness regarding elder services. She has over 25 years of experience in health care and created a private geriatric care management company in 2007. The company provides care plans, advocacy, quality of life programming, and resources for seniors. Ms. Winners has a Bachelor’s in Business Administration, a Master’s degree in Gerontology and is a Certified Professional Gerontologist. Commissioner Mary Winners was appointed to LACCOA in 2022.
