Protect Aging Services in L.A. County

What’s Happening
The State of California, through the California Department of Aging (CDA), is updating how funding is shared with Area Agencies on Aging (AAAs), which provide services for older adults. This is done through the Intrastate Funding Formula (IFF).
These changes are part of statewide efforts, including SB 1249 and California’s “CA 2030” vision, to better match funding with today’s needs. The updated formula looks at factors like age, income, disability, and where people live.
The changes are expected to begin in 2026.
Why This Matters
This formula determines how funding is distributed to support essential services like home-delivered and congregate meals, caregiver support, as well as case management and supportive services.
In a large and diverse county like Los Angeles, even small changes in funding can affect services for many older adults and people with disabilities.
Based on initial estimates, Los Angeles County could see up to a 17% reduction in funding under the proposed formula. This could mean:
Fewer home-delivered and congregate meals
Reduced disease prevention programs
Fewer ombudsman and caregiver support services

Nearly 396,000 fewer meals each year
About 1,571 fewer meals every day
This includes:
– 185,000+ fewer congregate meals
– 209,000+ fewer home-delivered meals

Los Angeles County represents about 24 to 25 percent of the state’s older adult population and exceeds that share across several key indicators.
Because of this scale, even small changes in how the formula is calculated can lead to meaningful differences in funding and services.
