On August 14, the California Transportation Commission (CTC) formally recognized the Los Angeles County Aging & Disabilities Department (AD) for its emergency response efforts during the January 2025 wildfires in Los Angeles County.
CTC extended to all Los Angeles-area transit operators and their employees its commendation and appreciation for serving the people of the State of California under emergency conditions helping to ensure the safety of those impacted by the Palisades, Sunset, Eaton, Hurst, and Hughes Fires.
“Multiple transit agencies stepped up to assist with evacuations by making their vehicles and operation centers available. And they transported folks to emergency shelters,” said CTC Chair Darnell Grisby. “This once again proves that together, we can weather any storm — regardless of the conditions.”
During the wildfire emergency, AD’s New Freedom Transportation (NFT) program — supported by funding from the Los Angeles County Metropolitan Transportation Authority — quickly expanded its Taxicab Services Program to provide emergency rides for residents affected by the disaster. NFT staff coordinated transportation for individuals staying in emergency shelters, as well as those seeking help from the Federal Emergency Management Agency (FEMA) at Disaster Relief Centers (DRCs).
An AD staff member was stationed at the Pasadena Convention Center shelter for more than two weeks, arranging rides for evacuees. Staff were also deployed to shelters in Duarte, Westwood Regional Park, and other locations.
Across all sites, AD staff processed numerous NFT applications on-site, enrolling eligible fire victims as ongoing clients to ensure continued access to transportation beyond the immediate crisis. These rides supported essential needs, including transportation to transitional housing, medical appointments, DRCs, grocery stores, and more.
About the New Freedom Transportation Program
The New Freedom Transportation (NFT) Program addresses gaps in service between fixed-route transit and demand-response systems. In addition to free taxi services, the program includes a volunteer driver option to assist eligible clients who are unable to use public transportation due to frailty, illness, or other barriers.
NFT services are available countywide, and all trips must begin and end within Los Angeles County.
