Meet our Executive Team

Our executive team is a dynamic and compassionate group of leaders dedicated to enhancing the well-being and quality of life for seniors and individuals with disabilities. With a wealth of experience, in their respective fields, as well as in advocacy, they work collaboratively to develop innovative programs and policies that promote inclusivity, independence, and equitable support for vulnerable populations. Guided by a commitment to fostering a more accessible and caring society, this team is devoted to positive change and uplifting those we serve.

Victoria Jump

Acting Chief Deputy

Victoria Jump serves as the Acting Chief Deputy for this department. She previously oversaw the AAA and Disabilities branches, managing programs under the Older Americans Act and the Older Californians Act to support older adults and people with disabilities. Her role also includes overseeing key initiatives like Purposeful Aging Los Angeles (PALA) and the County’s Aging and Disability Resource Connection (ADRC), while serving as the Executive Liaison for the L.A. County Commission for Older Adults (LACCOA).

With over 25 years of management experience, Ms. Jump has developed, implemented, and modernized programs such as the Aging and Disability Resource Center, senior nutrition program, and complex case management—many of which have earned state and national awards.

Administrative Deputy

Susan Huff is a seasoned public sector leader with more than 26 years of service to Los Angeles County, recognized for her collaborative leadership style, operational expertise, and commitment to building strong, high-performing teams. She currently serves as the Administrative Deputy where she directs the Administrative Services Branch and oversees human resources, budget, revenue and expenditures, contracts, compliance, audits, and internal support operations. In this role, she leads the administrative infrastructure that supports nearly 600 employees and manages an annual budget exceeding $200 million.

Throughout her career, Ms. Huff has held a variety of leadership roles across the County, served on strategic and executive committees, and led initiatives to improve efficiency, align policies and processes, and strengthen organizational stability through continuous improvement. Her work modernizing operations and enhancing service delivery has earned multiple state and national awards.

She is committed to serving our aging and differently abled communities by strengthening the administrative systems, resources, and operational support that enable frontline programs and staff to deliver reliable, equitable, and high-quality services.

Anna Avdalyan embarked on her county career over 25 years ago serving Los Angeles County, with 17 of those years focused on enhancing the lives of older adults through her oversight of the Area Agency on Aging (AAA) and the LA County Commission for Older Adults (LACCOA).

In her current role, Ms. Avdalyan manages 14 vibrant Community and Senior Centers, offering services and activities that foster learning, community engagement, and healthy living for all ages.

With a B.S. in Health Science and an MBA in Business Administration and Health Care Management, her passion and dedication to older adults are widely recognized. Before entering public service, Ms. Avdalyan worked at the Blue Shield of California.

Business & Information Technology

Ivan Pacheco is an accomplished technologist and leader in modernizing LA County systems. He has spearheaded successful initiatives like migrating countywide electronic forms to the cloud and digitizing paper-based HR records.

Mr. Pacheco encourages his team to work hard, embrace continuous learning, innovate, and achieve success. Under his leadership, his teams have earned multiple accolades, including several Productivity & Quality Awards (PQA) and National Association of Counties (NACo) awards.

Mr. Pacheco holds a B.S. in Computer Information Systems from California State Polytechnic University, Pomona. He is inspired by his family and a commitment to helping others.
